The Second Component
With a budget of USD 28.37 million, the Second Component of the Higher Education and Research Reform Program (the Project RO4096) had as a core objective the achievement of the necessary financial conditions in order to support the development of specific programs for undergraduate and continuing education in fields with high student and labor market demand.
In this respect, the National Higher Education Funding Council, the body responsible for the implementation of this component, has started from the fundamental idea of financing on a competitive basis projects aimed at obtaining a more direct and rapid response of the Romanian higher education system to the structural changes of the Romanian society caused by the transition process to a functional market economy.
